Formerly known as Shelter Plus Program

The GHFA Permanent Supportive Housing (PSH)

provides permanent housing in connection with supportive services to persons who have a disability and are experiencing homelessness. The

program provides rental assistance funded by the Department of Housing and Urban Development (HUD) accompanied by a range of supportive

services funded by other sources. GHFA PSH is designed to serve a population that has been traditionally hard to reach and built on the best

practice that housing and services should be connected in order to ensure stability for this population. Consequently, the program provides

rental assistance that local sub-grantees must match with supportive services appropriate to the target population. The goal of the program is

to assist homeless individuals and their families to increase their housing stability, skills and/or income, and self-sufficiency. Funding for GHFA PSH projects is awarded competitively through HUD’s annual Continuum of Care process.

Target Population : Literally homeless, disabled, low income.

Program benefits: Provides housing stability to persons living in literal homelessness. Serves the hardest to serve population. Provides supports to persons with disabilities.

Learn how SAMHSA programs and resources help prevent and end homelessness among people with mental or substance use disorders. Men, women, youth, and families living with mental or substance use issues may need treatment, case management, and discharge planning in addition to financial support (e.g., employment assistance, Housing First programs, targeted rental/housing subsidies) to avoid or escape homelessness. Being homeless, no matter how long it lasts, is a life-altering traumatic event that creates major stress in any person’s life, regardless of age.
